This pillar measures the factors that drive non-leisure travel, such as for business, medical, and education. These sectors add a significant amount of share in profit and revenue in the T&T industry. Therefore, it is compulsory to have high-quality universities to attract educational tourists. Besides this, the existence of the major international companies or their headquarters and highly integrated and connected cities in the global economy also contribute to the growth of business travel.[233]

Cities are divided into three categories (Alpha, Beta, and Gamma) based on their connectivity with the world. Only three Pakistani cities fall in these categories, i.e., Karachi, Lahore, and Islamabad.

The country ranks 42 with a score of 3 in non-leisure resources in the T&T Development Index 2021. Over 350 Pakistani universities are listed among the top 10,000 universities of the world[234], which shows the quality of the universities in the country. Study tours not only have benefits for the students but also for the host country as the students’ expense on accommodation, food, leisure activities, and tuition fee adds to the profit generation in this sector.[235] Cities are divided into three categories (Alpha, Beta, and Gamma) based on their connectivity with the world. The government needs to improve the condition of these non-leisure resources, which will help in increasing the number of tourists who travel for these resources.
